Does anybody know the story of why in the 1980s teams had semi permanent numbers?
If I remember correctly Williams was #5 and #6, Ferrari was 27 & 28, and I think Lotus was (usually) 11 and 12.

Kobayashi will bring Caterham £2m next year, a fraction of the amount required to run the car for an entire season, but will not be receiving a wage himself!

Don't be so pessimistic on this one;
Force India could be a real dark horse this year if you think about it. One of the handiest driver pairs on the grid in Checo and the Hulk, a design team that has produced cars that don't have noticeable flaws have been given extra time to develop it, McLaren gearbox and related goodies that won't explode leaving the team to continue on making the car better, and a Mercedes engine that odds are will be one of the best in the field. Force India can easily jump to fourth in the Constructors Tables considering the potential disarray the likes of McLaren, "Lotus", and even Ferrari.

From 1974 onwards, with entries becoming more regular, teams were given specific numbers to use permanently. For the first season, the order was based on the previous year's constructor championship, then on order of entries or by preference, apparently. For each season, the team with the reigning world drivers' champion inherited numbers 1 and 2 while the team that raced with those numbers the previous year got the numbers of the team that switched to 1 and 2. New teams got numbers based on the time of received entry. After every season, gaps were filled, first by the previous season's new teams with the best results and, if unavailable, by completely new outfits. Basically, gaps were filled arbitrarily, but the core of it stays the same.
Basically, Lotus started with 1 and 2 (having won the '73 constructor's title) with McLaren on 5 and 6 (having finish 3rd). In '74, Fittipaldi won the title and stayed with McLaren, who got 1 and 2. Lotus therefore got McLaren's previous numbers of 5 and 6 for '75. Lauda then won the title for Ferrari (then using numbers 11 and 12, having finished fifth in the '73 title) who got numbers 1 and 2 while McLaren got the 11 and 12. After Hunt's title, it switched back, so for '77, McLaren had 1 and 2, Lotus had 5 and 6, Ferrari had 11 and 12 and the new Williams team had 27 (except the last race where it was used by the second Ligier. 28 was used by Copersucar).
Lauda won the title and took 1 and 2 to Brabham. Because they could, the FIA gave Ferrari McLaren's 11 and 12 while McLaren got Brabham's old 7 and 8. In '78, Andretti won for Lotus and stayed there, giving them 1 and 2 for '79 while Brabham inherited 5 and 6. Ferrari then won the title, and with Scheckter staying put, numbers 1 and 2 while Lotus inherited 11 and 12, with which they would stick. The following year, Alan Jones won in the Williams, taking 1 and 2 and giving Ferrari 27 and 28, with which they would stick as well. Piquet won for Brabham in '81, so Williams got Brabham's 5 and 6. The title would switch hands again and again until '84, where Williams were back with 5 and 6 after Piquet's title. Lauda won that year, giving Brabham McLaren's old 7 and 8.
This system is also why Tyrrell never changed at all from 3 and 4. They finished second in '73 then never won another title again.
tl;dr, it's all linked to the '73 constructors' championship and arbitrary FIA decisions.
