2016 Ratings Package

In NASCAR Racing 2003 Season, each AI car has a set of ratings that determines its competitiveness in multiple categories.
The ratings that people are to send in are divided into the following sections, laid out as such in the game:
All pit crews will be rated 0-100.
For the 2016 season, the driver and car rating tiers will work a bit differently, in that there will be fewer tiers and no custom ratings (to shake up the racing and make things easier for myself to keep track of), but the driver and team owners have complete freedom to choose their tiers.
You may declare your driver and/or team ratings on the team chart or by PM.
