NR2003 Windows 10
I've just installed NR2003 onto a Windows 10 PC. After clicking drive, the game crashes each time. Even after adding NR2003 to the DEP exception list didn't change that and I can't find a way to turn DEP off completely as the CMD prompt is locked now..what else can I do to get the game running?

You have to run Command Prompt as administrator before you can do anything. And IIRC you can't add to the exemption list, you have to disable DEP outright.

Running CMD in admin will still give a message that it's locked by "Secure Boot". I found the link above earlier too but once I find my self on the System startup advanced settings page, I have no "edit" button so can't access the boot.ini this way. I imagine it will be hidden somewhere in Sys32?

Ah...foiled by SecureBoot.
That's in your BIOS settings. There should be an option to disable it if you go in there and look. DON'T CHANGE ANYTHING ELSE AS IT COULD BREAK YOUR COMPUTER.
Once you have SecureBoot disabled, you can go in and disable DEP as in the instructions I linked.
