Reorganized Offline Leagues Section

As you can see, I sorted all current TM Canon subforums and all non-canon ones. Anything left in non-canon is... either truly non-TM-canon, inactive, or in the Minor Leagues (and I'd rather not split that up to avoid confusion as to where some things are).

Sorting in the new subsections is 100% arbitrary, but it largely reflects the order they were in previously -- the exception being PCC Cup because that's easily the most active non-TM-canon series here.
