The most outrageous penalty ever?
It's actually from ARCA, and it's a rule that I really don't understand because it's so bizarre. Chris Buescher and and Roulo Brothers Racing, the race winning driver team combo at Road America, have each been fined $2,000 for violating ARCA Rulebook Page 7, Section 3, Item 6. The rule, along with the official ARCA entry blank, each reference "proper display of designated sponsor logos on the driver uniform of the winning driver." I've never heard of any racing series handing out penalties for something like this, but it sounds like they didn't like where a logo on Buescher's firesuit was placed. If that's the case, is that really worth $2,000?

I've noticed some sponsor patches being either taped over or patched-over with something else. Those usually involve something like a Camping World Truck Series driver having his Truck patch covered up with a Nationwide Series patch when he's driving in the Nationwide Series.
Re: The most outrageous penalty ever?
Not a big deal; this misplaced sponsor probably paid more money than the fine!
Oh, yeah, this is ARCA...

After looking at pictures from victory lane, it looks the missing logo is the ARCA Racing logo, so I guess the fine is somewhat understandable, but much more than was necessary.

Really? This is ARCA, Not NASCAR doing this? Did the apocalypse just happen?
Re: The most outrageous penalty ever?
The only thing I can think of that is similar to this is that a driver (I believe it was a Hendrick Motorsports driver) in the mid-2000s was fined for covering up a sign of a official NASCAR sponsor in victory lane with the sign of his personal sponsor. I think it might have been Jimmie Johnson but I'm not sure.
Needless to say this penalty is bizarre. It's not like the people in victory lane need to see the ARCA logo one more time, and given that this race wasn't on TV...

It was Johnson, but it was a giant Powerade prop bottle that he knocked off the roof of the car in victory lane. That was I think $10,000 or something like that.

I believe you can also receive a fine in F1 should you fail to change your team hat to the Pirelli hat for the interviews.
