IndyCar Global Challenge?
Looks like IndyCar is trying to put together an overseas schedule during the winter months of the off-season. Looks like the earliest in could start is 2015.

Concerns of suggested tracks:
They have changed Imola now which makes it quite dangerous to single seaters. The Variante Bassa chicane (that was the final chicane) has been removed, which means you are almost heading flatout from the exit of Rivazza down into the Tamburello chicane.
Charade (Clermont) is no longer the beautiful forest circuit it once was, and the circuit has been shortened to only a permanent circuit area which does not enter the public roads. Even then, the circuit is quite dangerous with many unsighted hills and very little run off area. I'm not sure the circuit is classified to hold international racing either.
Jerez is similar to the Hungaroring (apart from in Moto GP) in that passing = non-existent.
East London is poorly looked after now, and probably is not at the standard to host international racing.
Positives of list:
Brands Hatch would be the perfect track for IndyCar. I went to see the London Trophy back in 2003 with CART around the Indy circuit, it was fantastic and fans loved it.
Mugello hosted AutoGP earlier this year with great success. The track is visually excellent as well.
Phillip Island holds international motorcycle events, so safety would be very much up there. Nice flowing track too, and hosts quite a fair bit of single seaters.
Zandvoort is brilliant. Watched the FIA F3 earlier today at Zandvoort, and the racing was fantastic.
Zolder is more-or-less one of the best circuits in Europe at the moment. A really challenging, quick lay out. A great circuit on the FIA GT calendar, and also used by ChampCar only 5 years ago.
Lausitzring had some great races with CART, excl. 2001. Only reason anyone would doubt it was the freak incident with Zanardi and Tagliani in the aforementioned 2001 season. Accident could have happened literally anywhere. Even then, if you have concerns of it then you have the infield circuit too.
