NASCAR announces 2013 changes

Highlights:
* Top-35 rule gone. Replaced by following: 36 make it in on time, then next six on owners points not in already, then one provisional (past champion). If no PC eligible, then spot goes to next car in owners points. Cup only.
* Random qualifying draw back. Again, Cup only.
* Testing back...four tests per team per year at current series tracks. Applies across the board.
* Nationwide field size cut to 40. Cup and CWS field sizes remain the same.

My opinions on these new rules:

- hopefully the new Top-36 rule will work out well.

- I'll like any race meetings with random qualifying draws.

- The sounds of more test sessions will suit the teams and driver nicely.

- I think cutting down the Nationwide field is probably a good idea IMO. Particularly because the smaller the League, the smaller the grids will be.

It's on qualifying speeds instead of owners points.

I'm for it. I don't think a team doing very well in points should get punished if a quirky thing happens in qualifying, though I would say all teams should get a certain number of provisionals a season.

As for the Nationwide fields going down to 40... that one came out of left field

Now can we get a rule that says SnP teams are not allowed in any of the top 3 tier series unless they intend to run the whole race.

Nationwide field cut: Interesting..we'll see where it goes.

4. Shorter NNS Fields = More Parkers DNQing. YEEAAH! Bet you anything that's why this was thrown out there. To combat teams like Key's that park 3 cars weekly.
