PASS Confusuon? Empty PASS Confusuon?

I have been wondering why PASS south doesn't have any other divions like PASS north. I know a couple years ago there was a PASS truck divison but that had failed. The north has Sportsman and Mods but south doesnt any divisons but Super Late Models (SLM)? Can anyone answer why that is
