It looks like the driver can still talk to the pits about performance, but not vice versa.

It looks like the drivers can still talk about the performance.
I wonder what this is limited to, though. I'm assuming lap times wouldn't be off-limits, but real-time telemetry would be? Almost like NASCAR's system, in a way.
Or would it be something immensely over-complicated and semi-pointless?

I think it's more for stuff like "You can brake 0.1m further in turns 1 and 5." or "You can run 1 metre wider coming out of turn 12".

Not that this would change much, pit wall has more knowledge of what is happening with the car than even the driver.
Ban disallows communication of how a driver can improve performance, i.e. areas he loses time and where his team mate improves for instance. Nonetheless, nothing stops the drivers being told this information during post-practice/quali driver briefing. Also disallowed is the coded messages, for instance last years "Multi 21".
At least these are my interpretations from Autosport's report.

Aaaaaaaaaaaaaaaaaaaaaaand the FIA wins the Fail of the Year ward by far, and possibly Fail of the Decade is this measure actually happens.
