Very Nice!
I also have a fictional tire brand on my NationStates account, they are called Liberty Tires, but I have no idea what the sponsor would look like.

I suggest using the Liberty Bell as the logo-- it's instantly recognizable and it'd work nicely as a fender decal.
What's the best way to shrink the "Speedwagon" logo down for use as a fender decal without losing too much image integrity?
If any series is interested in using Speedwagon as the official tire brand, then feel free.

I would say shrinking down each part of the logo in individual pieces, about the same height for each piece (logo then text) I'm not sure how high tire fender decals though are.
You could put the logo inbetween the two words similar to Goodyear, or have the logo on top similar to Cooper (or to either side, doesn't matter).
I'll show you the example with the 'in between' version in my Tire Sponsor Thread
