NR2003 Fans Offline Championship Series

This is the NR2003 Fans Offline Championship Series! This is the successor to the failed EFR Stock Car Challenge Series, using the same idea but intended to be a bit more of a serious attempt at a league.
Background
About two years ago, I ran an NR league for members of the NascarNixon fanpage, where I threw in a slew of joke characters and real-life racing reject drivers into a championship while also inviting members of the group page to participate with their own entries as well. I got about halfway through the season before the page was shut down, so I never finished it. This league is more or less a spiritual continuation of that league.
This league will mainly be operated on the NR2003 Fans group page, but I also will leave it open to everybody associated with the NR community.
Mod
This league will use the MENCS19 mod.
Entry Details
This is not a real-life racing league, this is just some computer-simulated racing league being managed over the internet. As such, you can take it as seriously or as jokingly as you want to. You can enter yourself, somebody else, or any fictional character. Likewise, there is no limit to sponsors either. As long as it’s appropriate, I will accept any entry. You may enter up to three drivers, and I do reserve the right to deny entries which I deem to be distasteful. If your car is on the entry list, then congratulations, your entry was accepted.
Number conflicts are easily negotiable in-game, so don’t worry if you share the same number as somebody else. I’ll only ask that you make sure to check the entry list before you enter. This being said, three-digit numbers are allowed.
Everything submitted (entries, carfiles) must be in to me by April 30th, 2019.
My expectation for carfiles is that all entrants will have their own carfile (or .TGA file) to submit. It could be anything from a car you painted yourself, a car somebody else painted for you, a car that came with the mod, or a car you found on another website. I’ll take anything as long as it’s in to me by the deadline.

An asterisk (*) denotes a double header race. This means that the track being used cannot hold a full field of 42 cars, so the field will be split up into two groups based on qualifying. Cars with an odd-numbered qualifying position will run in Race 1, and cars with an even-numbered qualifying position will run in Race 2.
A double asterisk (**) denotes an endurance race. This means that the race standings at the end of a set time limit will determine the results.
All road course races, plus Daytona ST, will be run without cautions.
Points
This league will use a unique points system. The Top 30 of each race will be awarded points, according to this system:

The remaining cars will go to a round of last-chance qualifying, and the twelve fastest in this round of qualifying complete the field. A final round of qualifying for the field of 42 will set the grid for the race.
After the first five races, the Top 30 in points are automatically locked in. The cars below the Top 30 will go to knockout qualifying, and the twelve fastest advance to the race.
Race Reviews
All races will be summarized in write-ups that will be posted in either this document or a separate document, along with full results and point standings, and the race replay with the track and carset also provided.

This is the EFR Stock Car Challenge Series, a forum-centric league that I'll be running when I'm not doing anything else.
Background:
A few months ago, I ran an offline NR league for members of the NascarNixon fanpage, where I threw in a slew of joke characters and real-life racing reject drivers into a championship while also inviting members of the group page to participate with their own entries as well. I got about halfway through the season before the page was shut down, so I never finished it. This league is more or less a spiritual continuation of that league.
While this league is in essence a comedy league that's not meant to be taken seriously (similar to what Gabe was doing with the IRPC), I'm treating it as something of an experiment, to see what I can do with NR2003's AI. It's something that will occupy my time when I've got nothing else to do. Needless to say, this league isn't canon.
Mod:
This league will use the Gen6BR15 mod.
Entry Details:
Since this league is just for fun, I encourage people to go wild with their entries. In addition to using people's namesakes and all manner of fictional drivers, I'm also leaving this open to joke characters and real-life racing rejects. You may enter up to five characters, and I reserve the right to deny entries.
There are no required templates or contingencies. If you enter cars, you are responsible for turning in your carfile and ratings. Of course, you may request a car to be painted by me or somebody on the forum if you need to, or you could even ask me to use a car you found somewhere else or a car that came with the mod. Likewise, if I've raced against you at GOMA and you want me to use your carfile from there, just let me know and I'll make that happen.
I don't care about number conflicts. I'm not taking this league so seriously that I'm going to take issue with people running the same numbers. It's easily negotiable in-game after all (I'll just tack on an extra digit to the car number). The only rule I'll make regarding numbers is that if too many people request the same number, I'll ask at least one person to change theirs.
Likewise, run whatever sponsor you feel like. Again, we're just having fun here, I won't hold any specific rules to it either.

I know, it seems a bit strange that a just-for-fun league would require a ratings system at all. Like I said, I am treating this as an opportunity to mess around and experiment with NR. I'm trying to see what ratings intervals make the most difference.
I haven't yet decided on a ratings format at time of writing. It probably won't be the most original thing in the world; if anything, it'll probably be something similar to the system that TM Lights uses. Regardless, check back on this space in the near future.

For some reason, NR2003 crashes every time I try to start a race weekend at Char. If that problem persists by the time that race rolls around, I'll relocate the event to Fire Mountain.

So as I've been monitoring the entries this series has thus far gotten through the last few days since I put up this thread, I've been trying to figure out what I want to do with the ratings package, and if I even want to implement one at all.
To reiterate what I had posted in OP, I know that it's kind of strange that a comedy league would require a ratings system at all. Ideally, I'd like to have some sort of ratings package, though. It's not something I've tried to do and successfully accomplished before. And as previously mentioned, this is as much of a comedy league as it is an experiment. I want to develop an understanding of how much of a difference ratings can actually make.
I'm not really counting on people to send in ratings for something that is in essence a joke league. For that reason, I wanted to make ratings optional. I'd like to give some sort of advantage to people who did send in ratings, but I don't want to punish people who didn't send in ratings either; at least not so much so that they're riding around the back of the field the entire season. But I think that would kind of negate the point of even having a ratings package anyway. And because up until now I haven't actually developed a concrete idea as to how I'm going to accomplish this, I may just nix the ratings system entirely. While I'm still on the fence about what to do here though, I'll say that I'm open to suggestions.
That said, even with the five-character limit, this got way more entrants than I had actually anticipated. I'm not looking to have more than 64 or so entries in this league, so if we hit that number, I'll cap the entry list. Otherwise, the deadline for entries and carfiles is September 31st. Depending on how many entries I have by that point, I may just throw in the extra drivers from the NascarNixon league anyway. In the meantime, continue to watch this space for a decision on the ratings system.

Ladies and gentlemen, I present to you the NR2003 Fans Offline Championship Series.
This new league at its core is the same idea as the league I tried to start up in this thread, but there are some crucial differences, such as it being a bit more of a serious attempt, as well as it being community-centric league rather than forum-centric. This is also a new league altogether, so your entries for this league do not transfer over.
The entry form for this league, as well as the entry list and all other information can be found in the linked document. The new mod being used is MENCS19 so make sure to have a carfile or a .TGA file ready. Everything for this league needs to be in by April 30, 2019. Have fun!
