Personally, I think either Scott Riggs or Reed Sorenson. Both of those guys have shown flashes of talent over their careers.

Even though he was rushed too early by Gannasi he showed great promise... hopefully someone recognizes his potential & signs him... he was 3rd in NNS last year but they kicked him out..

In all seriousness here, Bliss and Sorenson deserve more recognition. Mike is running pretty good for an underfunded car, while Reed could still be with Turner and in the top 10 in points, but that's not the case anymore.

I'd probably say Reed Sorenson and J.J. Yeley of all those listed here, but to be honest I think most of them are start and parking for a reason...

I think they do that because they probably want to keep their Team and Car budgets clean, since some of those teams are quite underfunded.

Reed Sorenson. He was running 3rd in NNS points with a chance of winning the championship, and Turner was like "lolf***you" and booted him for no reason.

Definitely Blake Koch. He's almost like Paul Lyons in the fact that he needs good equipment to work with after getting screwed over by ESPN for not showing his sponsor's commercial.

Scott Riggs: To be fair i don't even remember his initial Cup run and he almost won the title in Nationwide in 2003, Then again that's the last time i can remember him doing something impressive. He's so anonymous that i think he's doomed to Start-N-Park territory.

Michael McDowell: To be honest he should just drop down to Nationwide and see if he can extend that deal with Gibbs, the races he doesn't park in Cup (Also Nationwide when on road courses) he wrecks people and/or wrecks himself. But i remember Coop telling me that's pretty much the same thing he did in Champ Car.

Mike Harmon: Harmon i don't think has ever had decent equipment and the only reason people remember him is due to his wreck at Bristol. Even without the decent equipment i haven't seen Harmon do much.

Chris Lafferty: His poll results reek of troll (Razz). Lafferty is pretty much like Harmon, hasn't had the decent equipment but at the same time has done so little with what he has it's not like it matters. I honestly forgot he still races.

Dennis Setzer: Think Setzer's at the point where he's just driving park cars until he retires. Had his glory in trucks in the early 2000's and didn't amount to much anywhere else.

Josh Wise: Wise was always....just there when racing for JR Motorsports. He might have potential, but haven't seen it shine through yet. Also does he really count since he seems to legitimately blow the car up before parking. Razz Laughing

Mike Bliss: errr...Last i checked Bliss was top 10 in Nationwide points and pretty much getting the most out of meh equipment.

Reed Sorensen: Turner randomly firing him out of no where was completely stupid, especially when he was 3RD IN POINTS...He deserves another shot at a good Nationwide ride but i think his Cup sail has already set.

J.J. Yeley: In fairness he only had one shot and may have improved, although that one shot was filled with quite mediocre runs and crashing.

Carl Long: Carl Long has made a career out of running park-mobiles/backmarker cars, and he's at a point where no one wants to try anything radical with him.

Jeff Green: He seems to show some speed as he put on better runs then McClure in the #14 (Then again it's Forever Nationwide McClure) but his prime was in the early 2000's and he's pretty much going to be Nationwide until he retires....Though it doesn't mean a mid-field team should try something with him.

Chase Miller: I don't think he ever had a shot in a good car, Kid deserves a shot....Although to some people (including myself) we seem to forget that he exists.

Blake Koch: My Facebook gimmick aside, I do think Koch deserves a shot at mid-field car, He ran pretty well with McDonald at the end of the Nationwide season last year and maybe has something to prove. Though i think he is about to fall into forever parking status now. :/

Johnny Chapman: Chapman's been parking since the 90's i think. I guess that's his occupation in Nationwide still.

Brandon Knupp: Really anonymous in the few non park races he ran, so anonymous that i forgot he is still active.

Chris Fontaine?Fontaine doesn't park all the time. Maybe once or twice, but not all the time like Lafferty, Riggs, etc. do.

There is always a reason why they end up in S&P teams. Some don't have talent but, unfortunately, most are there due to their personalities/sponsorship. It's very important to have a promotable personality, if you're too nice or too much of a cock, then you won't make it-you won't receive financial support and will fall to the failures of S&P or without a single ride.
